History
While being a student in the Aviation Management program at Georgian College in Barrie, Canada, Chantal interned at Bolivia’s national airport authority. At the time, it was called SABSA and is now NAABOL. During her internship, she identified a business opportunity in international trade brokerage for the aeronautical sector and other industries. Later, with direct Canadian aviation industry experience, she and Osvaldo founded Optimal Sourcing Outcome (OSO). Since 2025, OSO has been operating with its headquarters in Winnipeg.

Chantal Urquidi
Chief Executive Officer
Chantal is an experienced airport operations professional. She brings over 10 years of knowledge in the aviation sector, having worked across public, private, and not-for-profit organizations in Canada and abroad. Her expertise spans airport operations, emergency response, crisis management, and regulatory compliance. She has served in key leadership roles with Canadian airport authorities, including the Winnipeg Airports Authority, Saskatoon Airport Authority, and Greater London International Airport Authority, and she has experience working with both scheduled and charter airlines. In 2020, Chantal was recognized in Business London’s Twenty in Their 20s for her leadership of the COVID-19 response at the Greater London International Airport Authority, where she served as Health, Safety, and Environmental Officer. Currently, Chantal serves as Manager of Airport Operations at the Winnipeg Airports Authority, where she oversees the day-to-day management of airport functions including gating, security, baggage handling, facilities, parking, airfield operations, and communication with partners to ensure a smooth flow of aircraft, people, and cargo. Chantal holds an advanced diploma in the Aviation Management co-op program at Georgian College, and she is completing her final year of a Bachelor of Science in Aeronautics at Embry-Riddle Aeronautical University. Chantal has a proven ability to deliver operational excellence in complex aviation environments.
She is fluent in English, Spanish, and Polish.
She holds Canadian, Bolivian, and Polish citizenship.
Osvaldo Urquidi
Chief Legal Officer
Osvaldo is an international business attorney with work experience in various countries and in common law and civil law jurisdictions. He assists with legal matters related to export-import operations and customs proceedings, leveraging international trade regulations and trade agreements. His competence also encompasses other types of foreign market entry strategies such as agency, distributorship, licensing, franchising, joint ventures, and wholly owned subsidiaries; and covers entity formation, regulatory compliance, legal due diligence, mergers and acquisitions, international bidding, intellectual property protection, and international arbitration. He also serves as a commercial arbitrator. He is highly experienced in negotiating and drafting international business contracts. He has over 35 years of experience serving as a legal advisor to multinational corporations, primarily in the oil and gas industry, in China, the United Arab Emirates, Canada, Brazil, Panama, and Bolivia. His education includes: Bachelor of Laws (UMSA, Bolivia), Master of Laws in International Business Law (McGill University, Canada), Master of Laws in International Trade (UNAM, Mexico), Specialization in Public Finance (UNAM, Mexico), and Specialization in International Studies (Diplomatic School of Spain). Osvaldo has a proven ability to resolve significant legal matters across different jurisdictions.
